The following are the rules of membership and behavior for the 331st Expeditionary Fleet.

First and foremost, the 331st Expeditionary Fleet is run by Fleet Admiral Sira Rajari and managed by her Command Staff.

The 331st Expeditionary Fleet is run by Fleet Admiral Rajari and managed by her Command Staff. The Command Staff will handle every day issues that may arise and take on the specific responsibilities of the divisions they occupy. Each division has a title which is RP appropriate, and will be noted in the member notes. They will also be responsible for choosing their own staff within their divisions if appropriate.

 

Article 1: Fleet Decisions

Section 1: Admiral Rajari and her Command Staff work together on any major fleet decisions that need to be made. The Command Staff’s opinion carries great weight here. Once a decision is rendered, Admiral Rajari will enforce it. Her word is final.

Section 1a: The Command Staff consists of the head of each Major Division and the Captains of both the Starbase and Flagship. These currently are Starfleet Security and Tactical, Corps of Engineers, Starfleet Operative Sciences, Starfleet Medical and the Judge Advocate General as well as the Captains of Starbase 818 and the U.S.S. Eternity

Section 1b: Each head of a Divison will be denoted with an appropriate rank. These leaders employ other officers to advise them and to assist them in running their Divisions. Leaders can raise any matter for discussion with their Division C.O or X.O. C.O.s are directed to honor the decisions made with their personnel and represent thier interests on the Command Staff. These officers denoted by section leaders can be of Commander Rank or higher

Section 2: Any officer can bring a matter to the attention of the Command Staff or the Fleet Admiral herself.

Article 2: Fleet Issues

Section 1: If any member has an issue, problem, concern, idea, suggestion, they are free to approach any Commander ranked member or higher to discuss it. If the issue is a minor one, that Commander will address it. If the issue cannot be addressed or the Commander is not comfortable with the situation, they will approach the appropriate Command Staff member or Admiral Rajari. All officers are available should guild members not feel comfortable approaching a Commander, or have any issues with a Commander, Captain or Command Staff Member.

Article 3: Players Rules

Section 1: Please be respectful in the game at ALL times. This is a game, not real life and nothing in game is personal. You will find that you’re going to have to deal with Players who have years of experience vs. players brand new to the game. Don’t be that rude, extremist fleet member that puts down the other fleet members or other players, because they don’t have the gear or play very well. Be a leader and teacher at those times. You will earn respect in the long run.

Section 2: No personal attacks, racial, religious, political or sexist remarks or slurs in the game’s fleet. This includes ERP and typing out inappropriate behavior. Use Whisper or private groups for that kind of chat. Just remember, if the recipient of said “Whisper” gets offended and reports you to the Command Staff, it will be addressed swiftly and with harsh penalties (up to removal from the Fleet). Members may also submit a Harassment Ticket to ARC. Only one warning will be given or if the behavior is considered bad enough, removal will be immediate.

Section 3: That said if you have a problem with someone else in the fleet, please be an adult and have a conversation about it with them. If an understanding cannot be reached then call for a Commander to mediate. However, remember that we are playing the game as well and may not be able to respond immediately. If we are called into a situation, and decision is made; then our word IS FINAL. The issue should be resolved and should not need to be spoken of again. If an issue continues to come up then an investigation will take place, once that happens, if an understanding cannot be reached, then that Commander has the authority to kick parties involved out of the fleet. Bottom line, be respectful of other fleet members and handle the situation like adults.

Section 4: If you have a problem with a decision the leadership makes, please contact the responsible Commander or Command Staff member. Talk to them about it, and ask them for clarification. While they are not required to explain every decision to everyone, they may do so at their discretion. If you feel that the decision was not in the best interest of the fleet, or that you personally do not like the decision, then inform them. If you are not satisfied with the responses, then contact the Admiral. I will analyze the situation and make a decision for the best interest of the fleet. Remember, I am the Fleet Admiral and this fleet is my pride and joy, I intend to take very good care of it. As such, if you still do not like my decision, then I am sorry that you feel that way. There would be nothing left for you to do besides get over the decision. THERE WILL NOT BE DISSENT in the fleet in any fashion. Before you attempt to complain to other members and create your own rebellious group and leave in spectacular fashion, just know you and your accomplices will be kicked from the fleet swiftly and banned from the website should I find out. IT WILL NOT BE TOLERATED as this destroys fleets. I hope we can all be adults about the situation and come to terms amicably.

Section 5: This is an RP fleet first and foremost. There shall not be anyone RP’ing with other members of the fleet while in a queue for PvP, or PvE Scenarios. This creates a break in immersion, and is highly inconvenient and rude to members you are RP’ing with when you suddenly have to keep “disappearing” in the middle of RP. If you’d like to play STO and the game mechanics that it offers, please do so after you are done RP’ing. While you might try to incorporate RP into STO’s game mechanics, do so in your own group away from others so they do not have their conversations interrupted and a break in immersion happens. DO NOT CONTINUOUSLY DISRUPT RP. This will be handled swiftly by removal from the area, the group, as well as a very possible fleet removal.

Article 4: Fleet Chat

Section 1: No begging or spamming for credits, items, gear. It’s not Acceptable and frankly just embarrassing. Asking for help in game is 100% acceptable, but please remember that everyone else is also playing the game. You might not get help immediately, so be patient. When in doubt, ask a Commander or Command Staff member. Chances are you will get that help soon. And as above, do not engage in inappropriate text in the Fleet Chat channel, take that to Whisper chat. If someone tells you to please stop, take it as a sign that whatever it is you are saying is being offensive to them. Have some respect for your fellow fleet members. Fleet Chat is OOC. If you wish to participate in our RP conversations, please join the RP chat channel by typing /cjoin 331Comms.

Section 1A: There is an Armada chat in which we as a fleet are able to converse with members of other fleets associated with our Armada. This channel is open for everyone to use and cannot be restricted by Fleet officers or even the Fleet Admiral, but remember your ettiquette. At no time is it acceptable to beg or spam for credits, items or gear in the Armada chat. Several Armada member fleets to have fleet stores that are of higher quality than ours and you may request entry into their locations, but do not be an annoyance in doing so. If you do not receive a reply, do not continue to request entry from someone every few minutes. If someone is there, they are there. If they are not, leave it be for another day. They are here to have fun as much as we are and we do not need to be disrupting their day to day activities for our own personal benefit. Those found abusing that may have punitive action taken, including possible removal from the Fleet if the disturbance is egregious.

Article 5: Fleet Attendance

Section 1: All Fleet members not active for more than 180 days without informing the High Council of real life issues that prevent play could lose their fleet title and be demoted until they return. Their title maybe returned when they start playing again, but that will be decided on a case by case basis by the Command Staff. Preventing demotion can be achieved by informing the Coommand Staff prior to your planned absence. After 1 year of inactivity, you will be removed from the Fleet. If you are an ensign and absent for 60 days, you will be purged from the Fleet. The only exception to this rule is Military Service personnel as we do understand that you cannot always inform us of your activities, so please let us know ahead of time if your military service may cause such a problem. We are honored by your service to country and gladly will keep your fleet member at it’s base level as a matter of principle.

Article 6: Fleet Responsibilities

Section 1: Ranks: If you have reached a rank or have been given a responsibility for the benefit of the Fleet then you MUST uphold that responsibility. Unless an additional responsibility is given to you, DO NOT take the responsibilities of others. In other words, do YOUR job and let others do theirs. If someone is not present to do their job then the decision about the duties in question will be left to the appropriate Command Staff member, or the Fleet Admiral. Appreciate that everyone has personal lives and things happen that effect game play. If someone is gone for their duty and it forces someone else to have to wait, then so be it. Learn some patience.

Article 7: RP/IC Behavior

Section 1: You are free to RP your character however you please, but keep in mind common RP ettiquette. We adhere to lore specifications and all who RP while wearing our guild tag are required to do the same. In other words, no Alien races with powers to invade people’s minds and instantly heal any wound you take… If you are found to be metagaming or godmodding, you may be excluded from future RP events.

Section 2: Do not kill off other players, or make any permanent changes to their RP without consent. For example, when Freeform sparring (RP) make attempts for hits, don’t assume that you have permission to cut off limbs or permanently scar or kill a player. You don’t. It is not your toon, and you don’t have to write the RP for it. If you want to have a serious RP duel, please discuss before hand with other parties what is acceptable and what is not. When in question, ask a Commander, Command Staff Member or the Fleet Admiral.

Section 3: No one is required to engage in the game mechanics of STO while RP’ing except on certain occasions when the Fleet story requires such. While better RP is in my opinion, seperate from STO’s game mechanics (PvE, PvP), it will not be required. There are very few exceptions to this. Anyways, do not force anyone to RP with PvE or PvP mechanics.

Section 4: All members are expected to wear the appropriate rank during RP events. All pets (unless approved by the Command Staff for RP purposes) are to be dismissed. When in travel we will assume that any personnel involved in the RP are travelling on a single ship. There are no mounts on planets so we needn’t worry on their use.

Section 5: Please fill out a bio in the character section in the RP forums.

Section 6: This Fleet does allign itself with Romulans who allign themselves with the Federation, and their rank and structure remains intact and in line with ours. ((I.E. a Commander in Romulan is actually a Captain in the Federation)). Drama is bound to happen, threats, discomfort…all those RP things! Just remember, there are IC Rules that need to be followed to remain in the Fleet. Please refer to the thread located in the RP Guides and Information forum, then look at the RP Guides threads, then choose RP Rules of the Fleet. This thread will help you understand how we do business in RP!

Section 7: Suicide is not a matter for RP. While the fleet cannot restrict whatever goes on in private, suicide will not be tolerated in a public forum or any kind.

Section 8: Starfleet is, by definition, a non-violent entity but their jurisdiction is very tight. Starfleet personnel are expected to adhere to Starfleet regulations at all times and conform to their codes of conduct. If you violate a Starfleet directive, even in personal RP, it may result in IC action. If anyone commits a crime while within any 331st holding they are subject to Federation Law and IC punitive action may be administered accordingly. We encourage Personal RP but please be aware of this policy when making your RP to keep to the canon realism of the game.

Article 8: Fleet Bank

Section 1: Concerning the Fleet bank, we do not have a tithe system in place but encourage people to deposit crafting materials in the fleet stores if they are not actively using them. If you do not donate, then we will ask you not to take advantage of items in the fleet bank or ask members to craft you items from their personal stores. Basically, if you want to take advantage of a community, then be an active member contributing to the community. Credits may be donated in lieu of commodity donation to also be able to recieve the same perks as someone who does.
